Description:
Cesar Cerrudo has discovered a vulnerability in Microsoft Windows 2000, which can be exploited by malicious, local users to gain escalated privileges.

The problem is that the Utility Manager invokes the help functionality ("winhlp32.exe") without dropping its privileges first. This can be exploited to execute an arbitrary application with SYSTEM privileges by sending a specially crafted message to the Utility Manager process.

Solution:
Apply patch.
