Solution:
Reportedly, a patch called "OSCE_Hotfix_RegistryTool.zip" is available, which fixes the insecure registry key permissions.

The vendor added a security feature in version 6.5 and later, which can be used to set the Client Security Level during installation. Setting the level to "Normal" (default setting) sets insecure permissions on the "OfficeScan Client" folder ("Everyone" group with "Full Control"), where setting the level to "High" sets secure permissions.
