Solution:
Most vendors will fix these issues in later versions. One should consider the risks involved in letting a third party publish things on your website without a thorough check by a trusted person.

Disallow HTML postings by untrusted users.

Xoops has a feature that allows some HTML to be stripped:
admin > system admin > preferences > html OFF

Another solution could be to edit the source code and strip all user supplied input properly.

Vendor status according to David Suzanne:
XOOPS: It should be fix in futures versions
PHP-NUKE: No emails on the website so we can't contact them
NPDS: They have been contacted by Magistrat (http://www.blocus-zone.com/) and should fix it in futures versions
daCode: No emails on the website so we can't contact them
Drupal: No emails on the website so we can't contact them
phpWebSite: It should be fix in futures versions
