If you are referring to products listed under Secunia Package System with grey entries, then please see the article I posted below and consider it valid for any package you need to create (not only MSXML as stated in the article). This is a general procedure valid for all packages:

If you wish to create a new package completely from scratch, and the package itself would contain installer that does not include any silent parameters as provided by the vendor, then you will may not be able to complete this process, depending on the package itself.

Packages which do not have any silent parameters embedded in the installer by their respected vendor may either fail to deploy via your server, or these will be sent to the actual hosts but they would have to be installed manually by your local machine users. Such packages are not supported at all by Secunia as they fail to meet our package installation requirements.
