I am using Windows 8.1

After the following:

Start cmd.exe as administrator
cd \Windows\Downloaded Program Files
dir
ren isusweb.dll isusweb.dll.INACTIVE


isusweb.dll reappeared after the next Windows restart.

Note that in Explorer \Windows\Downloaded Program Files seems to be emtpy!

After the following:

C:\Program Files (x86)\Common Files\InstallShield\UpdateService rename to C:\Program Files (x86)\Common Files\InstallShield\UpdateService.INACTIVE
C:\Program Files (x86)\Common Files\InstallShield rename to C:\Program Files (x86)\Common Files\InstallShield.INACTIVE

Start cmd.exe as administrator
cd \Windows\Downloaded Program Files
dir
ren isusweb.dll isusweb.dll.INACTIVE
ren dwusplay.dll dwusplay.dll.INACTIVE
ren dwusplay.exe dwusplay.exe.INACTIVE


the problem seems to be resolved so far.
