As an IT/Software guy who repairs and cleans family/friends and their friends machines, I have been installing Secunia PSI since version 2 on many machines. It has always boggled my mind that an application specifically designed for updating applications does not update itself, or even have an option to do so.

Just my $0.02

The rationale for this behaviour seems to be that PSI only provides updates to fix vulnerabilities. There are no vulnerabilities in PSI; so it does not get updated.

However, I have a vague memory of PSI having updated itself once. I checked the PSI update history on a five year old laptop and found that PSI had been updated from 2.0.0.1001 to 2.0.0.2001 on 2011-03-27.
