After using PSI 2.xxxx for a long time, it just started to stall on verifying internet connection, so I installed latest 3.x, it uninstalled previous version, and the new one is giving me the same problem, when it starts it flashes "please verify your internet connection", and never loads.

I think it's obvious there's an issue causing this.

Was there a zero-day recently which may be affecting this?

I had something similar with PSI 2 recently and I found if I right-clicked the icon in the Notification area and selecting to Close tray icon, then go to All Programs and right-click PSI and choose Run as Administrator that PSI started and loaded quickly again.

... Worth a try.

I always get an elevated user login prompt when I try to run it and it doesn't make any difference on my updated v3.0.0.9016

The only thing that seemed to make a diff was I allowed windows updates to finish updating all the .NET patches, and although it loads slowly (and doesn't give any idea whether it's working or just not responding) it eventually comes up.

I don't really care for the look&feel of this new version.
