Must RC4 be uninstalled first before installing the new, final version?
Or can it be installed over the old version?

There is NO entry in the FAQ area that specifically deals with this question. It seems to be the case that one must uninstall the old version, but I cannot remember now how I have handled it in the past. (I have been using PSI since it was very first available and upgrading it ever since. You'd think I would be able to remember by now!)

Why don't you just remove and re-install? That's what I did. Most of the time that's the best way *and* it's even faster than posting here.

There is an uninstaller included in the PSI software. If you launch the new version for installing it pops up with an information that an older version is running and asking you to turn off. After that the software will automatic deinstall the software and install the new one without losing any settings (Ignore rules, ...) which you have done in the past.
