It's a Microsoft file. It should be in C:\Windows\System32.

What version of Windows do you have?

Try downloading this old version ftp://ftp.secunia.com/PSISetup1501.exe

I think it might date from when Windows 2000 was supported.

Hi,

As you can see on our System Requirements page (http://secunia.com/vulnerability_scanning/personal...), Windows 2000 is unfortunately no longer supported.

However, it does seem to work for most users. I recommend you apply all patches offered too you by Microsoft Update, run a full reboot, and alternatively try installing the Secunia PSI 2.0 Beta, which you can download here:
http://secunia.com/PSI2SetupBeta.exe

hope this helps.

Hi,

Have you tried following this guide?
http://secunia.com/vulnerability_scanning/personal...

After doing so, are you able to connect with the PSI?
