Hello.
From what I can see of it, there is a new patched version available 3.8.117.38
I'm not familiar with Picasa...but if my memory serves me well...it's a matter of updating and then removing the older file manually.
At present the Secunia advisory is showing all clear for fully patched Picasa 3.

Critical Vulnerability Patched in Google Picasa

Google has released a new version of its Picasa image organizing software in order to address a vulnerability that could be exploited to execute arbitrary code remotely.

According to vulnerability research vendor Secunia, which rates it as highly critical, the flaw allows for attacks known as DLL hijacking or binary planting.

I deleted the prior downloaded updates, redownloaded the update and it worked. Thanks to you all for your interest and help.

Just so you know , I ran the PSI's (version 2.0.0.3001) "Auto- Update" option (English language only available) for Picasa and it did the job perfectly ; I needed to close my Ff browser which has the Picasa plug-in for the update to complete fully .
