PSI pointed out to me that the 4.3 version of PHP that is used by BeInSync (www.beinsync.com) is in End-Of-Life and has some documented security concerns. In addition, the current version of PHP is 5.2.8.
BeInSync is a great utility to keep files synchronized over the web. I guess I can create another MS Messenger account and use a shared folder between them.
I corresponded with BeInSync Support. Their response was:

The component which your inspection software points out is not a full installation of PHP but is a part of BeInSync installation and is required in order for BeInSync to function properly.
Deleting or changing anything within the BeInSync installation folder could cause BeInSync to malfunction and damage BeInSync installation on your computer, and therefor is not recommended.
