This has been very frustrating, as code 80070718 is (17Dec8) unknown to the Mucrosoft knowledgebase, a trawl of the wider web suggesting I am not alone.

The M_s Help/Support entries are not exactly helpful (WGA maybe?, Read the non-existent Kno-base/ forum entries? Get even more memory? a more massive disc drive? Thrash around in the dark for a while?)
Other error messages suggested "insufficient space", but neither WHERE (show me), nor how to correct it. Grump.

Ms support eventually suggested that, before a complete re-install onto another computer (Linux, maybe?), I might try the following:

!~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
!
!
! Prepare command interface as privileged Admin by
!
! [Start] -> search for: cmd
! -> Rt-clik cmd.exe -> select 'Run as Admin'
! & continue through security UAC
! then at the command console prompt, enter:
!
! fsutil quota disable C:
! <& return>
!
! This immediately comes back with another prompt, one may close the
! console & again try the update process.
! ( [Start] -> search for: update -> etc. etc. )
! then restart as usual.
!
!~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

Well, this worked for me.

(Thanks to David at Ms support for going that extra mile)

hi i had the same problem,
I discovered the problem was adobe 7.
it must be deleted completely.
Adobe 7 is not compatible with vista.
An update will not fix the problem.
I downloaded adobe 9 and my vista works
great.
On my computer, all windows updates loaded
perfect after i deleted adobe 7 and loaded
adobe 9

good luck all
