The installation problem with Flash players after under Windows 2000 is discussed in an Adobe forum thread " and Win2K install - SetDllDirectoryW not supported" also applicable for, URL:

The last "official" version for Windows 2000 is 10.x (unverified: allegedly the latest 10.x security update has the same SetDllDirectoryW issue.)
